Shelton Abbey is an Open Prison, catering for up to 58 male prisoners at a time. The regime in Shelton Abbey is
much less regimented than that in closed prisons. The men have freedom to move around the grounds in their spare time,
and are not locked into cells, but share bedrooms. Open prisons in Ireland are regulated by the Prisons Act, 1970.
According to this act, they exist “for the purposes of promoting the rehabilitation of offenders.”
The Prison Education Service is a partnership between the Irish Prison Service and the VEC
Prison Education was introduced to Shelton Abbey in the late 1970’s. County Wicklow VEC provides
